Vacation Time for Academic Year Graduate Assistants

The end of the fiscal year is quickly approaching (June 30, 2022). If you are a graduate assistant working a "Fiscal Year" assistantship, you are permitted to take one week off during the year since you were required to work over spring, fall (Thanksgiving) and winter breaks. If you haven't taken vacation time yet, coordinate with your supervisor as soon as possible.


UNC Financial Report: Quarter 3

Key Points:

  • $22.7 million operating surplus for UNC in fiscal year 2022 (July 1, 2021-June 30, 2022)
  • UNC had a net revenue shortfall of $3.2 million this year, but $10.9 million from the U.S. supplemental federal relief package and $4.8 million in oil and gas lease royalties offset those losses. 
  • UNC continues to struggle with recruiting and retaining faculty and staff members.

With three quarters of the year completed, the FY22 forecast reflects an anticipated $22.7 million operating surplus, compared to the budget surplus of $2.9 million. The university’s cash position is projected to be at $77.1 million at fiscal year-end, $20.6 million more than the FY21 ending cash position of $56.5 million.

Two significant, revenue sources have contributed to that sizeable surplus and positive variance: $4.8 million in proceeds from oil and gas lease royalties, and $10.9 million from the institutional portion of the supplemental federal relief package, referred to as HEERF III. These revenues of $15.7 million have more than offset a net revenue shortfall of $3.2M from other, primarily enrollment-related sources.

Beyond those factors, UNC has faced challenges in line with nationwide trends in the recruiting and retention of faculty and staff. Non-personnel expenses continue to reflect conservative spending, with notable reductions in the use of consumable supplies and reduced travel activities. The combined impacts of these constraints on spending, even after mid-year compensation increases, and the impacts of inflation and increased costs of utilities, has been an overall reduction of $8.2 million in expenditures as compared to the fiscal budget.

As we approach the end of the academic year and the installation of a new budget for fiscal 2022-23, we anticipate the positive FY22 operating results will provide the financial strength necessary to support UNC’s strategic initiatives and priorities.

UNC Enrollment Update

Key Points:

  • Since 2012, undergraduate enrollment at UNC has decreased by an anticipated 35.5% in fall 2022. 
  • Since 2012, graduate student enrollment at UNC has increased by an anticipated 6.8% by fall 2022. 
  • By fall 2022, graduate students are expected to make up 30% of the total UNC student population.

All UNC Bear Bucks Gift Cards Expire June 15, 2022

Just over a decade ago, Dining Services created a “gift card” style program called Bear Bucks. Departments could purchase the Bear Bucks cards and use them for programming incentives and prizes. As Dining Services moves forward under new management, program changes are necessary. The current Bear Bucks program will end in June 2022. Therefore, effective immediately new orders for Bear Bucks cards will no longer be accepted. All active Bear Bucks cards with an outstanding balance must be used by June 15, 2022. Dining Services is looking forward to introducing a new “gift card” style program to replace Bear Bucks in Fall 2022.

Bear Bucks cards can be used in these retail dining locations:

  • Einstein Bros® Bagels (University Center)
  • Hissho Sushi (University Center)
  • Munchy Mart™ (University Center)
  • Subway® (University Center)
  • Coffee Corner (Michener Library)
  • Snack and beverage vending machines (around UNC campus)

The Graduate Student Association encourages all graduate students to consider running for Student Senate office. Members of the Student Senate cabinet (e.g., President, Director of Student Affairs, etc.) are paid $6,000 per academic year. Student Senators are paid $2,000 per academic year. These positions are also available to graduate student members of Extended Campus (Denver, Loveland, Online).  


GSA Supplemental Grant Cycle

If you have received one or more GSA grants during the current fiscal year (July 1, 2021-June 30, 2022), you may apply for supplemental grant funding. The purpose of these supplemental grant funds is to reduce the difference between the amount(s) previously awarded and the amount requested in each grant application. If the amount requested in your original grant application has changed, the grant winner must submit a revised budget for each grant award in question.

To apply for supplemental funding, notify the Grant Review Committee at GSA@mikeshiner.com by Friday, June 10, 2022, 1 p.m. (MT). Grant cycle 04 applicants may also apply for supplemental funding, even if they have not received a cycle 04 award yet. A single email will be sufficient for the committee to consider providing supplemental funding for all your eligible grant applications from this fiscal year. If the amount (and/or items) requested in your original grant application budget have changed, you must include any revised budgets with your official notice. If awarded supplemental funding, you will receive an award letter from the Grant Review Committee.

“Double-dipping” is strictly prohibited. You may not receive multiple reimbursements for the same dollar spent. For example, if you spent $600 on equipment and already received a $600 reimbursement from the GSA, you may not receive any additional money for that same purchase. However, if you spent $1,000 on equipment and received a $600 reimbursement from the GSA, you may still receive an additional $400 in supplemental funding. Students in violation of this policy may be banned from the GSA grant process. If you have any questions or need additional assistance, email GSA@mikeshiner.com

GA/TA stipends to be adjusted
GA/TA salary schedule to be adjusted for fall 2022. Administration is working to adjust GA/TAs to one salary schedule. Currently, there are two different schedules, which is not equitable. Graduate School Dean Jeri-Ann Lyons is working on this project. Any changes will not impact this coming fiscal year but the following year. Allocation will not go down; lower scales will be raised to meet higher scales.

Faculty Perceptions of Administrators Survey
The Faculty Perceptions of Administrators Committee (FPAC) will implement the Faculty Perceptions of Administrators Survey (FPAS) in mid-April. The President, the Dean of the Graduate School, the Dean of University Libraries, and the Dean of the Monfort College of Business will be evaluated this year. Faculty member Oscar Levin plans to work with university administration before his term as Faculty Senate Chair ends to create more meaningful FPAS questions for more constructive feedback. Levin and FPAC will plan to bring revisions to Faculty Senate next year.
